[Portfolio] OSP 2.6.x: General Feedback invisible to CIG Participants

Sean,

    The problem was introduced in 2.6.1, so if you were testing on a  
2.6.0 QA server, you wouldn't have seen it. I was able to reproduce on  
one of the QA servers yesterday.
