[DG: Teaching & Learning] Update on Assignment Group and Peer assessment settings

Hi All,

A few months ago, Teaching and Learning had discussion about the labeling
and organization of settings for Assignment Group and Peer assessment.

Oxford came up with a simple renaming of labels and changed it in trunk.

Change "Are submissions for a group?" to "Is this a collaborative group
submission?"

Change "Display to selected groups" to "Display only to selected groups"

I cloned the issue in case someone wants to take on the bigger fix. At the
moment nobody is assigned.
