I think the TWSIA committee needs to meet to discuss this.  As it looks
like the foundation is considering two conferences--one in Europe and on
in the U.S., one option might be to send the winners to the conference
associated with his/her location.

I think the next meeting of the TWSIA committee is on Thursday, Jan.
6th, at 12-1pm ET / 9-10am PT.  I suspect this will be one of the topics
of conversation.  Feel free to join the call if you like.  The
