[DG: Open Forum] Change in "from" field in Sakai "watched wiki changes" notification emails

The "From" field of email notifications of changes in watched Spaces and
Pages in the Sakai wiki has been changed from bugs-admin at sakaiproject.org to
SakaiWiki at sakaiproject.org.

This should help distinguish between Jira notifications (bugs-admin) and
Confluence (SakaiWiki) notifications.

Note: If you have email filters that were looking for "bugs-admin" for
Confluence changes you'll have to update those.
