[WG: I18N & L10N] French translation Jira

Hey all,

It looks like someone has put the effort into completing a French 
translation with some major updates. [1]

My understanding is that for French, at least, J-F is the reviewer of 
translations. Some other things need to happen to get these translations 
into Sakai. I put in my comments, please review to make sure I am 
supplying the correct information.
