[WG: I18N & L10N] Crowdin online translation tool

The French community might want to try it when the next translation 
meeting happens.

We will need a complete coverage of Sakai's trunk-all in order to 
evaluate it against OmegaT which isn't online but has worked great for 
us so far.

Where is the information about the utility?

The Japanese community is trying another online tool with similar features.

I hope we will find a way that works for most if not all.
