[WG: I18N & L10N] Crowdin online translation tool

Yup Steve, its a shame... We had high hopes on your tool :-)

We should definitely work towards improving the translation protocol for 
all languages. We will add this point to the agenda for the next Spanish 
meeting (S2U)  to see if we can  start using Crowdin.net 
<http://Crowdin.net> as a group. Jean Francois was also interested in 
improving this process so there is a good chance that the tool can be 
tested by some groups.
