[WG: I18N & L10N] Changing server default locale

Hi,

We have been running sakai with en_US as default locale on the server. As the Collation (for comparing strings) is initialized everywhere with the default server locale, our users don't like our Swedish letters å,ä,ö,Å,Ä,Ö not sorted correctly.

Is there any risk changing server locale in an existing installation? (I'm thinking about data storage differences)
Any experiences of doing this?

We are currently using sakai 2.8.2.
