[WG: I18N & L10N] [Building Sakai] Incongruence in the way tools select the language.

In polls there is this colsed JIRA....

as it's not specified that the problem only happens when not selected a
language preference by the users when testing all seems to go well if you
test in a server with the same language than your browser. Maybe can we
reopen it?

In email is this one... maybe related...

to open a new one, don't think so?
