I'm afraid I won't have much time for this until next week.

Here is a rough outline:
- Sakai CLE is internationalized and can be translated, for more

- Sakai CLE has been translated into varied languages, for coverage 
information http://qa1-nl.sakaiproject.org/international/
- Internationalization and translation help can be found through 
i18n at collab.sakaiproject.org
