[WG: I18N & L10N] Good internationalization news : date picker

Hi all,

Trunk/10 now has a new date picker. It's working in French and English 
and is expected to work fine in other languages.

Library work has been done in https://jira.sakaiproject.org/browse/SAK-23662

Integration into Announcements has been done in 
https://jira.sakaiproject.org/browse/SAK-25453
