[WG: I18N & L10N] Samigo: i18n tickets?

Hi David,

As contact for the team supporting the fr_FR locale in France, I ask you 
not to merge the fr_FR files before they've been reviewed by us.

As i18n/L10n lead, I'm afraid I can't give you the names for all locale 
maintainers.

The ones I have confirmation about have been updated in 
https://source.sakaiproject.org/viewsvn/reference/trunk/docs/readme_i18n.txt?view=markup

Apart from fr_FR, I have updated the information for the following 
locales: ja_JP, zh_CN, ca_ES, es_ES.

I'm sure there are others, but I still need to get confirmation of their 
support from them.
