Hi all,

I wrote the following page in Confluence. Please review and freely modify it.

Reason:
We faced the issue of the number format as follows while developing Sakai 2.9.0:

But I did not know that such a culture of the number existed in the world, because the people in my country used the same format as 
the U.S. So, I'd like to gather and share the information of those cultures which should be supported in Sakai.
