[WG: I18N & L10N] Reopen SAK-16892

I agree -- it is bad practice to re-open a bug that's been resolved for so long and already merged to past releases. I've opened a new JIRA (https://jira.sakaiproject.org/browse/SAK-22344) to track this problem and moved Shoji's comments and screenshot there.
