[WG: I18N & L10N] metaprops, are they needed

Do you still use the metaprops Gao? I was just going to remove all of them.
I could possibly do a time check but it might be difficult due to source
checkout/filesystem differences. Perhaps I could just keep them for the
languages you maintain? Or do you not need them at all.
