[WG: I18N & L10N] [Deploying Sakai] problem downloading file from Resources which Chinese characters in filename

I've just noticed that nightly trunk is exhibiting the same issue (although nightly 2.8 is not). it may not be setup with UTF-8, or it might be a bug.

I've renamed this thread to track this issue, and CC'd in some other lists.
