[WG: I18N & L10N] i18n tools status

Dear Sakai community,

as some of you maybe know by David Roldán, several spanish universities 
are working hard to fix all the possible i18n bugs remaining in Sakai.

In order to make a little easier this process, we recently builded a 
Confluence page for documenting the state of internationalization in the 
different tools of Sakai.

Please, have in mind that the classification rules and the JIRA issues 
importance are subjetives, so this page should not be used as a formal 
reference but a simple resume for helping the fix work.

This page also can be used as a short cut to the different tool's JIRAs, 
as for the i18n issues as for all the existing issues.
