[WG: I18N & L10N] change in strings for lesson builder

Thanks for your work.

We're currently trying lesson builder and intend to use it with CLE 2.9 
at UPMC.

It looks like the support of the debug locale (en_US_DEBUG) is not 
working with the instructions html files. Maybe I could help with this.

Do the following file lists include all the default English files that 
have to be translated to do a complete L10n of lesson builder?

BTW, it seems some typo lead to the creation of:
tool/src/webapp/templates/instructions.multimedia.html

Default L10n files:
tool/src/resources/messages.properties
tool/src/resources/Events.properties

Does your last statement mean the default English will be the same in 
these files when 2.9.0 is released as it is right now in trunk?
