Now I understand. So, what we need is to use the properties when NumberFormat class is invoked, isn't it? Please, add these comments to SAK-18133.

The format method adds the percent symbol for you. If you give it a 0.4 or 0,4 depends only on your locale, and the UI should be ready to accept both depending on the locale.

Do you need something not in the NumberFormat class?

to be really dependent on the locale, we should use NumberFormat.getPercentInstance() and then format.
