[WG: I18N & L10N] Localized Page & Tool Titles

Hope everyone at Boston is having a good conference -- I miss seeing  
all my friends and colleagues. I have been able to find the time to  
take a look at SAK-8908 (localizing page & tool titles), and have  
checked in two Kernel patches (KNL-226 & KNL-227) which finally  
implement dynamic page and tool title localization. Part of this is  
the work that Mark Norton implemented in a kernel branch, and part of  
it leverages the many patches that have been submitted to address this  
problem. There is still outstanding work to localize the "Home" page,  
which is a special case, but I hope to have that wrapped up this week.
