[gradebook2-dev] Question about options for statistics histograms

The two relevant JIRAs are:

GRBK-897
GRBK-868

If we just want to adjust the distribution interval, we could do that
easily on the client as long as we don't need to go back to the server
and generate the statistics data, which is very costly for lage sites.
