The Sakai Foundation GRBK JIRA tickets have a "Target Version"
selection now. This target version is used to indicated the "planned"
release version. In our case, this would be final version numbers such
as 1.3.0 or 1.4.0, etc.
This will replace the 1.3.0-Planning and 1.4.0-Planning version
indicators in the "Fixed Version/s", which used to cause some
problems. In some cases the "Fixed Version/s" field  was not set at
all and thus we would "loose" track of JIRAs that are on a 1.3.0
release path.
As a JIRA tickets moves through our development and QA process, we
frequently update the "Affects Version/s" and the "Fix Version/s:", to
accurately indicated the version state. We will much less frequent
interact with the "Target Version" indicator, and thus should be are
able to keep better track of version specific JIRAs.
I did a bulk change of all 1.3.0-Planning and 1.4.0-Planning JIRAs, by
setting the "Target Version" to 1.3.0 or 1.4.0 respectively. Later
today, I will remove the 1.3.0-Planning and 1.4.0-Planning versions.
