[gradebook2-dev] Gradebook2: GRBK-721 : REMINDER to upgrade from v1.3.0 to v1.3.1

Thomas,
I just realized that on contrib website, gradebook2 release note, which 
is where I started to upgrade our gradebook2 version, the link for 
1.3.1(under instructions for installation) actually pointes to 
https://source.sakaiproject.org/contrib/gradebook2/tags/1.3.0/ . So I 
thought I got 1.3.1, actually I got 1.3.0. That's why this very 
important fix is not in my local copy. I already QA it.

Can you correct the web page.
