[Contrib: Evaluation System] QA server for evaluation trunk?

Yeah, I'm not going to be able to commit or change anything on A2, so I'm
removing that from experimental in hopes that the rest of the tools will
come up.

Likely someone will have to incorporate these changes into trunk and have a
branch for Sakai 10.0 and earlier.
