This sounds like it might be a problem with the tomcat & database setup - I'd take a look at https://confluence.sakaiproject.org/display/I18N/Common+UTF-8+Problems

I was unable to duplicate the problem on http://qa5-us.sakaiproject.org/portal, which is running Evaluations 1.4.x.
