[Contrib: Evaluation System] Scale values in the database

Hey Will - did you ever make a JIRA for this? I'm trying to put together a
short list of items that I should work on to get into evalsys trunk and I
think this is a good candidate. Even if you can produce a raw patch from
your svn that would help.
