[Contrib: Evaluation System] Status of EVALSYS-619?

Does anyone know the status of EVALSYS-619? It looks like the interface was
built out but perhaps only partially implemented. My interest is in
enabling folks to deploy evaluations to specific hierarchy nodes they are
assigned to without letting them deploy evaluations to other hierarchy
nodes.

Currently in 1.4, it looks like adding a user in this manner allows them to
deploy evals to any hierarchy node (regardless of what they've been
assigned to) but not manage that node's memberships in the way the
interface implies.
