[Contrib: Evaluation System] THIS IS IT! Kickoff for Teaching Evaluation 1.4 - TQ Test Fest

This is not a new feature, but one that was always scheduled to be part of this release.  With that being said, part of the description that I gave just pertains to UM - adding a MYWorkspace site with the evaluations tool.  Jim will respond soon with more details regarding this feature.
