[Contrib: Evaluation System] Seeking update on "in-progress" work for evaluation system

Folks -

I believe this is related to the EvalSys changes coming from UCB, but I'm a
bit confused about the JIRAs related to "in progress" notifications. I know
some work was done here which, I think, introduced a new notification? I
remember seeing some notes about some of it getting rolled back? I'm
assuming some of these plans are in confluence but I just can't find them.

Also, looking at the JIRAs makes me more confused:

EVALSYS-1259: Affects Version is 1.4.0, Fix version is 1.5.0. But there
doesn't seem to be an actual commit here. Okay, maybe its somewhere else?

EVALSYS-1261: Affects version is 1.3.0 and fix version is 1.5.0, but looks
like only commits to Unicon's branch?

Basically, when I'm running 1.4.x, what do I have to do to get functional
notifications? Do I need some patches from 1.5 or what? Right now we're
experiencing EVALSYS-1259.

Also, 'available' notifications seem to be going out when the notification
is created, not when its open (if that date is set to sometime in the
future). Is anyone else experiencing this?
