[Contrib: Evaluation System] AARON: hierarchy version for eval 1.4.x

Hi Aaron,

I would appreciate your advice about how to specify the tag for hierarchy in trunk of evaluation.  It is currently set as a global property, and the value of that property remains "1.2.5" in trunk.  I've been told that we will be using hierarchy 1.2.6 for the 1.4 release of evaluation.  My question is whether trunk should be updated to 1.2.6 now.
