[Contrib: Evaluation System] limit to size of ad hoc group

Is there a limit to the size of an ad hoc group? One of our users created one with 4500+ users and claimed that notification emails were not sent. I have checked our log files and it is full of errors that look like:

l - Could not get userId from username: fred at bloggs.ox.ac.uk

I checked and mails are sent for small ad hoc groups so there's nothing wrong in principle.

Does this ERROR ring any bells?
