[Contrib: Evaluation System] 1.3.0 tagged!

Okay, so we were never going to get everything in there that we wanted, but
1.3.0 is tagged.

Really the only items that had to be merged in were:

EVALSYS-1084 - very simple change in the end
EVALSYS-1094 - i just manually updated APP_VERSION for now

So I didn't feel it was worth cutting another RC.
