We would like to offer the changes described by EVALSYS-861 for review. This JIRA ticket involves adding a column named "LOCAL_SELECTOR" to the EVAL_EVALUATION table, a member variable named "localSelector" in the EvalEvaluation class (plus a setter and a getter), and a hibernate mapping for the new member variable.  These changes would have no effect on systems that make no use of the localSelector property.  We will provide a conversion script from the 1.3.x database to the 1.4.x database.
