Following up on the earlier discussion related to merging TQ changes to trunk, we would like to offer the changes described by EVALSYS-1031 for review. The JIRA ticket contains screenshots of the proposed admin UI for controlling when eval-group memberships are synchronized with an external data source through the eval-group provider.  We are proposing to make it possible for the admin to trigger updates based on events (such as an eval being created or updated) or based on a cron expression (for periodic or one-time updates).  The proposed changes would also enable immediate updates of all evals in a particular state (e.g. "In queue" or "Active"). Changes such as these are needed because the current code does not provide a way to update group memberships when changes are made in the memberships defined by an external data source.  The default behavior remains unchanged.  More details are provided in the JIRA ticket. 

The proposed changes are implemented in a branch of evalsys: https://source.sakaiproject.org/contrib/evaluation/branches/EVALSYS-1031/. 

I'd like to ask that those interested review these changes for possible merge to trunk by January 12th (let me know if you'd prefer more time).
