[Contrib: Evaluation System] Proposal to merge email changes into evaluation trunk

Hey Jim,

I realized that the control emails screen was exactly the same 
as trunk. I kept getting these wierd merge errors when I tried 
to apply the patch. Then it dawned on me that your branch 
(https://source.sakaiproject.org/contrib/evaluation/branches/EV
ALSYS-1055-3/) has a trunk folder in it where all the changes 
seem to be. I'm testing out your changes now.
