[Contrib: Evaluation System] Proposal to add profiles to EVALSYS pom's

EVALSYS is still set up to build with sakai 2.5.4.  That's hard-coded in its base pom.xml.  This creates lots of problems if you want to build it or deploy it with any later version of sakai.  Some of the problems are documented in Jira:

IMO, this is a critical or blocker issue for evalsys 1.3.0, and there's a simple fix. The best way to fix this is to add build profiles to the evalsys pom files, as has been done in gradebook2 and other projects.  

I propose that we move quickly on this in trunk, using  this set of profile names that have been used in gradebook2:

sakai2.5
sakai2.6
sakai2.7

I'm not sure exactly what needs to be done to move this proposal along.  I think many people would have liked this to be done by now.  So how do we get this done?
