This is definitely looks better than the existing form. I think some of the
issues with this page are also what Nicola mentioned in that the results of
many of the options are unclear. We really need either better documentation
and descriptions of what these buttons do and/or screen shots of the
results. Some are obvious (Instructors allowed to create evaluations), but
some require some in-depth knowledge of the application that I'm not sure
about. These are mostly in the general settings. ("Use expert created
templates", "Allow use of adhoc users")

And all of the institution specific settings seem pretty confusing. Perhaps
an administrative help with links is something that would really be useful,
as this is a pretty complex administrative screen, but still the best (and
only) one in the system. Protecting any institution specific changes with a
property is a good idea, but  any future ones should come with a more
detailed description of what they do.

Not to derail the evaluation conversation, I was talking about something
like this at the 'configuration properties' session at the conference as a
first step toward making config viewer/editor much more usable and
understandable for system properties. I'd also proposed a similar facelift
for some admin tools like realms (SAK-16601). If I get some time allocated
to spend with Gonzalo I'm sure we could make these all much more user
friendly. I think these are all similar problems. Improving configuration is
something I'm very interested in.
