[Contrib: Evaluation System] My Email Templates for non-admin users?

So I can see as a user that if you customize the template for an evaluation, your customized version will then show up in My Email Templates.

But I can't see how that's actually of any use, since when you create a new evaluation, it doesn't let choose. Is the idea that you could put & paste into a new evaluation's email template?

my email templates CAN be used by end users. 

People already do it here - except theres another bug (which I may not yet have reported) in that it says that the personalised template will become the default temaplate but this doesn't actually happen.
