we don't use the heirarchy at all but I like your idea. 

This appears to be more about visbility of templates rather than editability (although obviously you need to be able to see a template before editing one).

>From what Aaron was saying we'd be better off assigning editability of a template to an ad-hoc group rather than a site. How would this sit with your desires?
