I'm not familiar with your Instructor/Teaching assistant UI addition but my initial thought is that people will expect permissions to work just like every other tool, ie, if one maintainer in a site can edit then so should all others.
An alternative approach could be to make the editing process group aware, ie, asihn the editing rights to a site plus internal group.
Personally I don't see any need for that level of control here at Oxford so would be reluctant to include it in the spec. I'm happy to leave the door open for such additions thhough, ie, we wouldn't do anythingn that would preclude later additions.
Could you add your musings to evalsys-1006 ?

Hi

It would be interesting if a template owner would be given the option not only to assign to a site, but be able to select individuals within a site. These individuals will have the 'eval.write.template' permission.

The UI would be like the one we added for selection Instructors/Teaching Assistants to evaluate.

What do you think?
