[cle-release-team] Release pre-announcement of QA05

Pre-release announcement of Sakai 10-QA05  QA05 was on the the
original schedule for February 28th. Because of prior delays, this is
delayed from the earlier targets.

Below are the changes for qa05

There are still 11 blockers remaining for Sakai 10 RC. 4 documentation
related, 3 related to the release and 4 that actually require development.
There are 4 blockers that need to be verified and merged.

I have built a Sakai 10-QA05 binary

on the MOTD and is started on.
