[cle-release-team] Merge flag name for Sakai 10

I was going to convert to 10.x to be consistent with 2.9.x, 2.8.x etc. 
and to align with having a 10.x nightly.   If y'all want to make it just 
10, let me know. I agree that 10.0.x would be at the bottom of my list 
for a convention. I'll put this on the agenda for a quick decision tomorrow.

I'm working on converting the final projects over to consistent 
versions.  the only issue I see is that they already have resolved 
issues with fix versions of 10 or 10 [tentative], etc.

Do I need to go through issue by issue to determine fix version based on 
revision number? guess I can but I am a bit swamped at the moment. In 
this case I would just leave a 10.0 [tentative] for the moment, until I 
have a chance to go through them.

Otherwise, could I take a shortcut and make the current fix versions all 
10.0-qa03?

Other ideas?
