[cle-release-team] Merge flag name for Sakai 10

Hi Sakai release team,

Relatively minor issue I think. Semantics.

The merge flag for Sakai 10 in Jira currently is labelled "10.0.x 
status" . Would it make more sense as "10.x" status?  We are generally 
hoping to avoid that third decimal in our release configuration, which 
was one of the arguments for the Sakai 10, Sakai 11... strategy, if you 
get my drift.
