[cle-release-team] Samigo 2.9 merge?

I think there was some disagreement back in
https://jira.sakaiproject.org/browse/SAK-19092 about whether to leave the
-latest or not since it really couldn't keep up as the latest anyway.

Is see
samigo, rwiki msgcntr, mailsender and portal including jquery-latest
while
site-manage, msgcntr, authz, osp, citations, gradebook are using
jquery-ui-latest

More tools are explicitly pointing to 1.4.2/jquery.1.4.2 than jquery-latest
and less to 1.7.1.

Samigo actually looks like it uses everything depending on the page some
from samigo, some from library. 1.7.2, 1.3.2, latest and 1.1.2. :)
