[cle-release-team] Fixing the course creation on Trunk

Hi CLE release team,

Can someone please review the patch associated with https://jira.sakaiproject.org/browse/SAK-23255  and if it looks good, commit it?

Apparently this may be the cause of the course creation failure on trunk.
