[cle-release-team] Proceed with CLE 2.9.2

TCC and CLE release teams,

To me it looks like we can proceed with CLE 2.9.2 . The only caveat is making sure that the new code signing certificate for Samigo is included in the build, which Matt is already aware of.

We had three issues which needed to be addressed. All were fixed, merged, and tested in RC04 :

https://jira.sakaiproject.org/browse/SAK-23639   - Webdav issue, data loss involved.

https://jira.sakaiproject.org/browse/SAK-23395  - neo-portal issue .

https://jira.sakaiproject.org/browse/KNL-1081 - dropbox quota issue. 

I'm not aware of any new issues that would delay the release.
