[cle-release-team] announcements ordering when added from assignments?

This sounds somewhat similar to a different announcements bug (https://jira.sakaiproject.org/browse/SAK-21532) - I suspect the ordering is intentional, but that doesn't mean it's the right thing to do. I agree it looks like a bug.
