[cle-release-team] 2.9.x merge update

I have merged fixes covering the following tickets to 2.9.x today.  Other than SAK-23573 the branch should be ready for RC02.

I am getting ready to leave on vacation and will be offline for a few hours.  I recommend before the tag is cut that a fresh check out of 2.9.x be performed and then installed against an empty .m2/repository/.../sakaiproject before deployment to Tomcat in order to double check the build.

TRIAGE THIS
1 ticket not yet in the merge backlog is a candidate for 2.9.2.  Requires verification.
