[cle-release-team] KNL-968 merge into 2.9

Hello e1,

Looking to get KNL-968 merged into 2.9 as this contained part of the api
that was missed during merging, this was targeted to be merged for 2.9.0!

This basically added Dynamic support for config properties to the
ServerConfigurationService. This is needed to support the persistent work
going on in SAK-22315.
