Could I get a person or two who are familiar with the way the Sakai
Course Management stuff works to review this?

It is a new feature which improves the UX around adding and removing
rosters from sites.
There are lots of details about it in the ticket and the patch is
attached (which applies and builds cleanly against trunk).
